People aged 16-18 should have written information and written consent from themselves and their parents or guardians regarding the tattoo or body piercing procedure, while the procedure will only be done in the presence of the parents or guardians.
Tattoos are quite painful for some people, while for others not so much. Also, they may hurt more in certain parts of the body.
Factors that can affect pain levels in a tattoo include:

each person's pain tolerance levels

The human body "rewards" us with endorphins to deal with pain. So the procedure usually hurts for the first 5 – 10 minutes and then you either feel a numbness or you suddenly feel really good.
While there are many factors that can affect the healing process, it usually takes 2 -4 weeks for a tattoo to heal.
The complete healing process can take several months, however the initial recovery only lasts a few weeks.
During this time, it is important to take care of the hygiene of your tattoo and avoid or limit certain activities that can negatively affect healing.
